In 2004, the LCSD reduced lifeguard numbers, prompting protest signs at many pools and beaches across Hong Kong. Since then, nothing has improved: in August 2014 only 40% of seasonal lifeguards reported for duty; even with government offers of two-year contracts more suitable to recruitment efforts, finding enough staff remains difficult.
